Recent Elections in Moldova based on IT from S&T

S&T designed and implemented the new information system 'Elections 2005' for the parliamentary elections on 6 March 2005 in the Republic Moldova. The newly developed IT solution helped ensure that the voting process was carried out fairly and in conformity with EU standards.
Moldova's ambition to join the EU and the strong level of international attention focussed upon the 2005 parliamentary elections made it vital to have a transparent electoral process. The challenge for the new information system implemented by S&T was to provide the electoral authorities with new tools for monitoring, analysing and calculating the results of the ballot. 'Elections 2005' gave the Central Election Commission immediate access to the latest trends and results which it was able to present straight away at the press centre and on the Web, thus demonstrating the complete transparency of the elections.

S&T delivered a turnkey solution which included design, development, roll-out, training and hotline support for the information system. In addition to building a Data Centre, a secure communications network across the entire country and a PC infrastructure for 36 regional offices, S&T also developed a new software. The system was supplied with high-level security logic to guarantee the integrity and correctness of the processed data and also with visualisation and web publishing tools to generate internal and external reports even as the election was in progress.

The project was successfully completed within only 3 months. Modern technologies, highly skilled personnel and efficient project management were the key factors behind S&T's success.

"By equipping the Central Election Commission with state-of-the-art IT tools S&T has proven itself to be a reliable partner with the ability to carry out a complex project within a very short period. The 'Elections 2005' information system made a major contribution to ensuring that our country was able to meet the EU's standards for democratic elections", said Valentin Vizant, secretary of Moldova's Central Election Commission.
